Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: hopeful statements are delivered from various governments. Considerable effort is expended on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely imported technology. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on international aid – a reliance that European nations are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its favour.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, latest revelations, all did their job.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
